Summary
The Corona pandemic poses new challenges for land consolidation administrations in Germany with regard to local and public announcements, the display of documents or decisions, declarations for the record as well as discussion meetings and oral hearings. Due to the Planning Security Act, newly defined procedures are also possible for rural land readjustment in accordance with the Land Consolidation Act. The Working Group on Technology and Automation (AK III) of the Federal-Countries-Working Group on Sustainable Rural Development has examined the existing communication processes in rural land readjustment procedures and made suggestions for alternative procedures during the Corona pandemic. These proposals have proven their worth in practice. Nevertheless, it is becoming increasingly clear that it is time to review long-term tried and trusted, but in some cases inefficient and »unprogressive« approaches and gradually replace them with new forms of participation for citizens, public authorities and other institutions.
