Summary
In Germany, the implementation of the European Water Framework Directive is insufficient. In 2016 only 8.2 % of bodies of surface water have been in good or very good conditions. Essential reasons for this problem are missing financial and human resources, a lack of available area and the political prioritisation of voluntary solutions. A targeted land management is of crucial importance for the improvement of the implementation of the Water Framework Directive. The land consolidation procedure for large scale projects pursuant to section 87 and the simplified land consolidation procedure pursuant to section 86 Land Consolidation Act are especially applicable for this purpose. This paper provides optimisation proposals for the entire process concerning planning, process management, provision of area, financing and trusteeship and public relations.
