Summary
The Association of Participant Communities (VTG) is a partition that is firmly integrated into the Land Consolidation of Rhineland-Palatinate. Its scope, design, organisational structure, staff, construction machinery and vehicle fleet have to be permanently aligned with the volume, complexity and construction projects for communal facilities in the pending and planned land consolidation processes. Twenty-five years after its founding, the question arises whether the tasks entrusted to it have been successfully carried out. The focus is first on the statutory self-responsibility tasks of »accounting and cash registering« and »construction measures on communal facilities«. In view of the de-nationalisation and the participation of landowners in the land consolidation process, the training and further training courses for the members of the VTG are also particularly important. Finally, the question of whether the VTG was able to contribute to a »lean state« is also examined. Since the land consolidation according to § 2 para. 2 FlurbG is to be implemented by the Federal States as a particularly urgent measure, the contribution of the VTG is intensified in view of the self-direction work practiced in Rhineland-Palatinate. Finally, the VTG’s contribution to securing the property is assessed.
