Zusammenfassung
Die seit dem 1. Januar 2022 geltende Immobilienwertermittlungsverordnung (ImmoWertV 2021) regelt bundeseinheitlich die Ermittlung von Verkehrswerten und der dafür erforderlichen Daten. Dieser Beitrag befasst sich mit dem Entwurf der Anwendungshinweise zur ImmoWertV und deren Bedeutung für die Wertermittlung von Immobilien in Deutschland. Inhaltliche Schwerpunkte sind unter anderem die Führung und Auswertung der Kaufpreissammlung durch die Gutachterausschüsse, die Ermittlung von Bodenrichtwerten und sonstigen für die Wertermittlung erforderlichen Daten, die Anwendung statistischer Verfahren zur Wertermittlung, die Bedeutung von Stichtagen für die Datenermittlung und der Einfluss von Entwicklungen wie der Klimakrise und der aktuellen weltpolitischen Lage auf den Immobilienmarkt. Im Mittelpunkt stehen die Ziele der Anwendungshinweise zur ImmoWertV und die Notwendigkeit, über den eigenen Zuständigkeitsbereich hinauszudenken und für Vergleichbarkeit und Transparenz bei der Wertermittlung von Immobilien zu sorgen.

The Real Estate Valuation Ordinance (ImmoWertV 2021), which came into force on January 1, 2022, regulates the determination of market values and the data required for this on a uniform national basis in Germany. This article deals with the draft of the application notes to the ImmoWertV and their significance for the valuation of real estate in Germany. The content focuses, among other things, on the maintenance and evaluation of the purchase price collection by the expert committees, the determination of standard land values and other data required for the valuation, the application of statistical methods for the valuation, the importance of reference dates for the determination of data and the influence of developments such as the climate crisis and the current global political situation on the real estate market. The focus is on the objectives of the application notes to the ImmoWertV and the need to think beyond one’s own area of responsibility and to ensure comparability and transparency in the valuation of real estate.
