Zusammenfassung
In einem europäischen Querschnitt wird die Landentwicklung als Teil der ländlichen Entwicklung beleuchtet und hinsichtlich ihrer Ziele, angewendeten Methoden und eingesetzten Instrumenten analysiert. Im diesem ersten Teil werden die »Landfrage« sowie die nationalen strategischen Ansätze zur Entwicklung der ländlichen Bereiche beleuchtet. In den ehemals staatswirtschaftlich ausgerichteten Gesellschaften hat die ländliche Entwicklung ihren Ausgangspunkt und ihre Dringlichkeit in den Landreformen, mit denen der Übergang in das marktwirtschaftliche System gestaltet wurde. Gemeinsam ist allen nationalen Ansätzen zur Landentwicklung die Vielfalt im Detail; doch sind zentrale Gemeinsamkeiten in den Grundsätzen auszumachen. Die jeweiligen Bezüge zur Landentwicklung in Deutschland erlauben eine Einordnung der deutschen Praxis in die internationale Szene.

Summary
By an European cross section, Land Development as part of rural development is lighted and analysed concerning pursued objectives, applied methods and adopted instruments. In that first part of the report, the »land issue« in general as well as the national strategic approaches on development of rural areas are illustrated. In the former stately planned economies, land development finds its starting point and urgency in the land reforms as part of the transition process to a market oriented system. Common to all national approaches is the multiplicity in detail; but central common ground is to find within the applied fundamentals. Regards to the Land Development in Germany allow a classification of the German practice in the international land development activities.
