Summary
Recording property rights and building land administration in developing and emerging countries is crucial for socio-economic development and poverty alleviation. The need for systematic data collection and the involvement of an efficient private sector to support administration are addressed in this paper, as is the shift to a fit-for-purpose approach in development cooperation. Newly launched projects should aim at more pragmatic approaches and demand-oriented design of land administration. Three examples of projects in Georgia, Azerbaijan and Laos are used to illustrate these approaches.
