Summary
Geo Data Management 4.0 could use ALKIS®, Big Data, Open Geo Data and the post privacy-approach for a participatory geo information policy. However, numerous legal constraints, property restrictions and data privacy laws exist in Germany. These norms may prevent a transparent overview by land information that is open to citizens and contains all of the public land which is unused or currently not exploited. For the citizenry and even for the staff of other communal planning and environmental administrations, the criteria »access to information« regarding public and private land within the geo data infrastructure is difficult, cumbersome and time-consuming to obtain. Geo Data Management 4.0 already delivers manageable guidelines for the real-time land use planning and property policy within the digital era.
