Zusammenfassung
Die Geodateninfrastruktur Baden-Württemberg (GDI-BW) verfolgt das Ziel, für Politik, Verwaltung, Wirtschaft, Wissenschaft und Öffentlichkeit den Zugang zu und die Nutzung von bei öffentlichen und privaten Stellen in Baden-Württemberg vorliegenden Geodaten zu erleichtern. Neben den Kernbestandteilen Geodaten, Metadaten, Geodatendienste und physische Netzwerke sind in einer funktionierenden Geodateninfrastruktur insbesondere ein rechtlicher Rahmen, geeignete Koordinierungsstrukturen, Vereinbarungen über die gemeinsame Daten- und Dienstenutzung sowie verbindliche technische Spezifikationen erforderlich.
Der Aufbau und Betrieb der GDI-BW wird stark von den Entwicklungen zur Schaffung von Geodateninfrastrukturen in Europa (INSPIRE) und in Deutschland (GDI-DE) bestimmt. Die GDI-BW wird als integraler Bestandteil dieser übergeordneten Infrastrukturen entwickelt. Verantwortlich für den koordinierten Aufbau der GDI-BW ist das Ministerium für Ernährung und Ländlicher Raum (MLR) auf politischer und das GDI-Kompetenzzentrum im Landesamt für Geoinformation und Landentwicklung (LGL) auf fachlich-technischer Ebene. Die tatsächliche Umsetzung erfolgt in partnerschaftlicher Zusammenarbeit aller an der GDI-BW beteiligten Stellen (GDI-Partner).
Im Zuge der Realisierung der GDI-BW entwickelt das LGL derzeit das Geoportal Baden-Württemberg und den Metadatenkatalog GDI-BW auf Grundlage der Gesamtkonzeption GDI-BW. Die Bereitstellung der zentralen technischen Bausteine der GDI-BW ist eine öffentliche Infrastrukturleistung im Rahmen des E-Governments im Interesse der Anbieter und Nutzer von Geodaten im Land. Damit werden die Grundlagen für die weitere Fortentwicklung einer zukunftsweisenden Geodateninfrastruktur in Baden-Württemberg geschaffen. Weitere technische und organisatorische Maßnahmen sind erforderlich; diese werden einem pragmatischen Ansatz folgend schrittweise angegangen.
Summary
The spatial data infrastructure (SDI) in Baden-Württemberg (GDI-BW) has the aim to improve access and use of spatial datasets in Baden-Württemberg – of governmental as well as private origin – for politics, public administration, economy, science and the public. Core components of an efficient spatial data infrastructure are spatial data, metadata, spatial data services and physical networks as well as legal regulations, coordinating structures, binding rules for data and service sharing and technical specifications.
Establishment and operation of GDI-BW is strongly influenced by developments for creating spatial data infrastructures in Europe (INSPIRE) and Germany (GDI-DE). GDI-BW is to be developed as an integral part of those superordinate infrastructures. In the state of Baden-Württemberg, the Ministry of Food and Rural Area (MLR) is responsible for the coordinated implementation at the political level. The competence centre for spatial data infrastructure (GDI-Kompetenzzentrum) in the State Agency for Spatial Information and Rural Development (LGL) is responsible at the technical and functional level. The realisation is being achieved by fair cooperation of all actors involved in the GDI-BW (SDI partners).
In order to build up the GDI-BW, the LGL is currently developing the Geoportal Baden-Württemberg and the Metadata catalogue GDI-BW based on the over-all concept of the GDI-BW. The provision of those central SDI components is a public infrastructural effort on behalf of the providers and users of spatial data according to the e-government. Hence, the basis of the further development of a forward-looking spatial data infrastructure for Baden-Württemberg is being established. Further technical and organisational measures are necessary. The measures are taken step by step in a pragmatic approach.
