Zusammenfassung
Umfängliche Potenziale von ALKIS lassen sich in der Neugestaltung digitaler Prozessketten im E-Government erschließen. Sowohl im Binnenprozess der Katasterämter als auch im externen Kommunikationsprozess mit den amtlichen Vermessungsstellen (ÖbVI, Stadtvermessung) sollten modernste IT-Technologien und Workflowmodelle zum Einsatz kommen. ÖbVI und Stadtvermessungsämter werden als G2G-Komponenten des E-Government beim Fortführungsprozess verstanden und nicht als externe Businesspartner. Die G2G-Potenziale im ALKIS bieten weitreichende Chancen zur Gestaltung neuer Ablauforganisationen.
Der vorgestellte Ansatz eines »zusammengeführten Liegenschaftskatasters« und somit eines dezentral verantworteten Liegenschaftskatasters weitet die ALKIS-Betrachtung über die Fach-GIS auf die Gesamtheit der Geodateninfrastruktur aus. In der Folge ergibt sich die organisatorische Einrichtung eines Geo-Informationsmanagements, das u. a. die Verwaltung als Ganzes umfassende Planung, Überwachung und Steuerung der Geodateninfrastruktur zur Aufgabe hat.
Summary
Potentials of ALKIS are to develop by means of redesign of digital process chains in e-government applications. Both in the internal processes of the cadastral offices and in the external communication process with public-surveying administrations state-of-the-art IT-technologies and workflow applications should be used. Licensed surveyors and municipal surveying departments are G2G-elements of the e-government and not external business partner of the cadastral update processes. G2G-potentials of ALKIS provide a chance for business redesign.
The approach of a »merged cadastre« implying the decentralised responsibility for the legal cadastre extends the scope of ALKIS to the entirety of all public geodata infrastructures. In consequence of this approach geo-information management as part of the administration organisation is to establish. The principal tasks of geo-information management are comprehensive planning, monitoring and controlling the geodata infrastructure of the public administration as a whole.
