Summary
The size of the territory of the Russian Federation, the uneven distribution of the population, the climatic conditions and the Soviet past make it difficult for every Russian government to built-up the necessary infrastructure. Ownership of real estate and land management play a special role in this development which only slowly and not without difficulties have been implemented into law since the end of communism. Politics also have not focused sufficiently on the legal basis for such developments. Lack of experience in the realization of major infrastructure projects and the enormous size of corruption – examples are the Olympic Games in Sochi and the construction of the Russki Bridge in Vladivostok for a conference of APEC – have contributed significantly to this situation.
