Summary
One of the greatest problems of valuation of land in Germany is to determine the compensatory levy in declared renewal zones of cities using the German planning law. The compensatory neutralizes the positive planning and development effects concerning the involved land. Compensatory levies are seen in difference between two assessments for any plot of land before and after the redevelopment. Mostly there is no possibility of valuation by direct comparison of prices. Therefore several methods of indirect comparisons are developed, which are discussed. Additionally the author presents an integrative method using a valuation scheme, which allows the comparison of the results of different cities named »model lower saxony«. The empirical model contains data delivered by land valuation boards of many cities of eight countries of Germany.
