Summary
Depopulation poses challenges for rural communities in regard to long-term financing of road infrastructure. Despite investments and certain efforts on spatial planning for the development of rural areas, many communities will need to take saving measures and concentrate on a core network. Road infrastructure has mostly expanded within the last decades. Planning systems for shrinking road infrastructure are hardly available. This paper presents a methodology for the priorisation of road maintenance in small-scaled rural communities. The demand responsive priorisation will have an impact on public infrastructure investment. Adapting rural infrastructure to demographic changes will have a long-term effect. The GIS-oriented methodology combines spatial planning and travel demand modelling considering public benefits.
