Zusammenfassung
Der beschleunigte globale Wandel hat teilweise positive und teilweise negative Auswirkungen auf nahezu alle Politik- und Lebensbereiche. Die internationale Entwicklungspolitik war deshalb seit Beginn des neuen Millenniums konsequenterweise einem Wandel der Schwerpunktsetzung und der Inhalte unterzogen. Aspekte der Friedenspolitik, der guten Regierungsführung und Rechtssicherheit, des Krisenmanagements und eines effizienteren globalen Managements von Naturkatastrophen und Gesundheitsrisiken ergänzen die Nachhaltigkeitsdiskussion der 90-Jahre. Dies wird durch die Verabschiedung der »Millennium Development Goals (MDG’s 2000)« mit der Entwicklungsperspektive für 2015 schrittweise umgesetzt.
Sichere Eigentums-, Verfügungs- und Nutzungsrechte und fairer Zugang zu Land sowie effizientes Landmanagement sind wieder stärker in das internationale Blickfeld gerückt, weil sie fundamentale und wirksame Elemente der Armutsbekämpfung, Friedenssicherung, Rechtsicherheit, der ökologischen Nachhaltigkeit und der ökonomischen Entwicklung darstellen. Das Management von Land- und Geoinformation und der Zugang der Zivilgesellschaft zu Information sind Voraussetzung für die Erreichung der Millenniums-Ziele. Die vorliegende Arbeit zeigt die Wirkungen der globalen Politikbereiche auf diese fachspezifischen Bereiche auf und informiert über die Herausforderungen und über beispielhafte Initiativen.
Summary
The dynamics of globalisation are showing positive as well as negative impacts to nearly all aspects of live and in politics. At least since the UN declaration of the Millennium Gaols for Development in 2000, Global Governance occupies a central stage in the development discourse but is also considered as crucial element to be incorporated in the development strategy. There is growing recognition of the threat to international security posed by failed and fragile states. The inability of their governments to provide basic services is considered a significant contributory factor. Conflict prevention must be considered a global public good warranting global cooperation and action.
Secure land tenure, fair access to land and resources and efficient management of land are of fundamental significance for poverty reduction, building peace, applying the rule of law and for sustainable development. Similar the efficient management of spatial information and land information as well as easy access to information by civil society are prerequisites for achieving the Millennium goals. The paper is highlighting the impact of global governance aspects on the land sector and spatial information sector and informing on challenges to be met and relevant initiatives currently underway.
