Kommunale INSPIRE-Umsetzung in Baden-Württemberg

Zusammenfassung

Die EU-Richtlinie INSPIRE betrifft alle Verwaltungsebenen und somit alle kommunalen Stellen von der Großstadt bis zur kleinsten Gemeinde sowie die Landkreise. Sobald kommunale Geodaten gesetzliche Vorgaben des LGeoZG BW erfüllen, ist ihre digitale Bereitstellung verpflichtend. Dies betrifft in Baden-Württemberg aktuell etwa 50 Geodatensätze in 17 INSPIRE-Themenbereichen. Ihre konkrete Betroffenheit und die damit verbundenen Pflichtaufgaben wurden in einem Positionspapier der kommunalen Landesverbände identifiziert. Konkrete Handlungsempfehlungen sollen die kommunalen Stellen bei der Umsetzung unterstützen. Ziel ist es, Pflichten und Chancen für eine moderne Verwaltung durch INSPIRE und GDI-BW zu verdeutlichen und notwendige Entscheidungsprozesse und Aktivitäten in Gang zu setzen. Neben den Pflichtdaten sollen dabei auch weitere Geoinformationen mit Synergiepotenzial, z. B. zu Tourismus, Katastrophenschutz oder Bodenrichtwerten, betrachtet werden.

Summary

The EU-directive INSPIRE applies to all levels of government and thus to all local authorities, from big cities to the smallest municipality and also the districts. Once municipal geodata fulfil legal requirements of the federal state law LGeoZG BW, its digital delivery is mandatory. Currently in Baden-Württemberg this concerns about 50 municipal geodata sets assigned to 17 INSPIRE themes. These data sets and the related mandatory tasks were identified in a position paper prepared by the Associations of Local and Regional Authorities in Baden-Württemberg. Concrete recommendations are intended to assist the local authorities in the implementation of INSPIRE. The aim is to clarify responsibilities and opportunities for a modern administration by INSPIRE and GDI-BW and to initiate necessary decision-making processes and activities. In addition to the mandatory data, further attention may be given to additional geoinformation likely to create synergy potentials e. g. in the areas of tourism, civil protection or real estate values.
