Zusammenfassung
Auf der Grundlage der landespolitischen Vorgaben für eine umfassende Verwaltungsreform und der gemeinsamen Leitlinien des Bundes und der Länder hat sich die bayerische Verwaltung für Ländliche Entwicklung in den vergangenen Jahren neu orientiert. Der anhaltende einschneidende Personalabbau wurde mit Verwaltungsvereinfachungen, einer Organisationsreform und der Einführung neuer Steuerungselemente verbunden. So ist es der Verwaltung gelungen, ihren Partnern im ländlichen Raum mit Flurneuordnung, Dorferneuerung und Regionaler Landentwicklung attraktive Dienstleistungen anzubieten. Die Nachfrage kann heute mit den rückläufigen Personalressourcen kaum mehr gedeckt werden. Die Verwaltung richtet sich mit ihrem umfassenden Landmanagement am Nachhaltigkeitsprinzip und am Ziel einer neuen Verantwortungsgemeinschaft zwischen Bürger und Staat aus.
Summary
Based on the political targets of a comprehensive reform of administration as well as on the common guidelines of the Federation and the federal states, the rural development service in Bavaria has been restructured during the past several years. A still ongoing drastic reduction of staff has been combined with a simplification of administrative regulations, an organizational reform of the administrative authorities and the introduction of new management tools. Thus the administration succeeded to offer its partners in the rural areas the attractive services of land consolidation, village renewal and rural development on the level of small regions. The demand for these services can hardly be met with the declining resources of staff. With its comprehensive land management the administration is oriented towards the principles of sustainability and the target of a new common responsibility of citizens and public authorities.
